OEC is dedicated to transparency — we create and share regular reports about our services, expenditures, and outcomes. We also share data with researchers who help us evaluate our programs and find ways to improve them.


Reports to the Connecticut Legislature

Each year, the Connecticut Department of Social Services submits the Status of Child Care in Connecticut annual report to the Legislature. These reports include data on child care spending, use, quality, and more.

Annual Digest of Administrative Reports to the Governor

Each year, the executive branch departments — including the Office of Early Childhood (OEC) — submit an annual report of agency activities. These reports are published in the annual Digest of Administrative Reports to the Governor, which serve as a reference guide for legislators, agency heads, and the general public. Birth to Three

The Birth to Three System publishes annual performance reports and shares data on its early intervention programs, processes, and results. Explore the data on the Birth to Three website.

Care 4 Kids

In Connecticut, OEC uses the federal Child Care and Development Fund (CCDF) to help low-income families pay for child care through the Care 4 Kids program.  Care 4 Kids shares monthly data about the number of children receiving support. Read the reports.

Children’s Trust Fund annual reports

The Children’s Trust Fund was established in 1983 to prevent child abuse and neglect, and merged into OEC in 2014. These reports outline the Children’s Trust Fund’s major activities and programs, including strategies to prevent child abuse and neglect.

Nurturing Families Network (NFN) annual reports

NFN was a home visiting program model that OEC used until 2019. NFN reports include data about enrollment, family characteristics, and program participation and retention.

Regulatory Action Reports

We release data about disciplinary actions quarterly, and you can download the data sets below. OEC may take disciplinary action against a child care program as a result of:

  • Regulatory violations cited by our Licensing division during routine inspections
  • The Licensing division’s investigation into a complaint
